Under the pump: Falling demand from local petrol refiners has reduced industry revenue

The Ethanol Fuel Production industry is running on fumes. The industry has struggled to maintain market share over the past five years as the cost competitiveness of ethanol-blended fuel (EBF) has been squeezed by lower world crude oil prices and falling demand from local petroleum refiners. Government subsidies have been the principal factor supporting the industry. For much of the past decade, local ethanol producers were paid a Federal Government rebate to fully compensate the fuel excise under the Ethanol Production Grants Program. This program ceased at the end of 2014-15, and the government subsequently introduced a special excise regime for the industry. The excise started at 0.0 cents per litre (cpl) on ethanol produced in 2015-16, and will climb by 2.5...read more.

Industry Threats & Opportunities

  • The industry has struggled to grow its presence in the local motor fuel market
  • Profit margins squeezed by lower pump prices and weak demand conditions
  • The Federal Government’s special excise on EBF production will increase to a peak in 2020-21
  • Industry Report - Industry Analysis Chapter

Government subsidisation was the catalyst for the Ethanol Fuel Production industry’s strong growth during the 2000s. However, despite continued government support, industry revenue has fluctuated widely over the past five years in response to the falling global crude oil prices and the relatively high production costs of locally distilled ethanol. Consumer resistance to switching to using ethanol-blended fuel (EBF) in their cars has also dampened the industry’s performance over the period.Over the five years through 2018-19, industry revenue is expected to increase at an annualised 0.5% to reach $227.3 million. This broadly matches the projected growth in the volume of domestic ethanol production, which is expected to climb at an annualised 0.4% o...purchase to read more.
